Executive Summary
The intent of this contract is to consolidate NASA's Oracle licenses and provide NASA with a single enterprise
license agreement. This approach will eliminate the decentralized licensing that the agency has today and
provide NASA with a more flexible licensing contract and better tracking of the different products that the
agency is using.
This Ordering Document is to outline NASA's intent to purchase an Oracle Enterprise License from Intelligent
Decisions. The Ordering Document will outline the process by which Intelligent Decisions and NASA determine
what constitutes an Enterprise License (Phase 2 section 2) and how NASA will purchase new licenses (IDIQ)
as well as consolidate the existing license contracts into one contract with Intelligent Decisions. NASA's
intent is to purchase an enterprise license for a set number of products (Database EE, Diagnostic, Tuning
and Change Management Pack) and have access to an additional set of Oracle products through an IDIQ pricing
table. The IDIQ pricing table will be for non-enterprise license products, until such licensing levels reach
that of an enterprise license level. (OMB 340 report)
Sections A & B outline the first Phase of the Enterprise License. Section A.1 outlines the new products/programs
being purchased and the ongoing support for these products. Section B addresses technical support policies
for this purchase and the terms and conditions of the purchase (shipping, trial license, future availability).
Section D (Phase two) the consolidation phase of the contract, consolidates the existing licenses
(Exhibit A, B, C & D) into one contract (license summary Exhibit F) and provides NASA with a number of new
terms and conditions, specifically: new licensing terms for the Enterprise license (External/Web Specific
Programs and NASA user), Annual Certification requirements (OMB 340 report), IDIQ pricing Tables, Technical
Support escalation policies (0% through 2013) and gives NASA contractors the ability to renew support off of
this contract (through 2013).
Section E (Phase 3) outlines the consolidation of Phase 1 technical Support and Phase two technical support
into one annual renewal fee with Intelligent Decisions.
Finally, Exhibit F lists a Total configuration after Phase 1 and Phase 2 with all the products that are
Enterprise License products and those that are non-enterprise license products.
