Government-Wide Strategic Solutions (GSS) for Workstations (Desktops, Laptops, Tablets, Thin/Zero Clients)

Welcome to the Government-Wide Strategic Solutions (GSS) for Workstations Ordering System through NASA SEWP.

BACKGROUND
The Workstation Category Team (WCT) was established in 2013 at the direction of the Office of Management and Budget (OMB) to develop a framework and strategy to reduce costs and increase value through the application of strategic sourcing principles. The Team, led by the National Aeronautics and Space Administration (NASA) with participation from over twenty-five Federal Agencies, identified desktop and laptop minimum specifications that meet the requirements of the Federal Government for the bulk of systems purchased and also incorporate best practices in spend management.

IMPLEMENTATION
The Core WCT comprised of acquisition solution implementation partners from the National Aeronautics and Space Administration (NASA), National Institutes of Health (NIH), General Services Administration (GSA), and the Department of the Army collaborated to develop a deployment strategy for the initiative. GSS for Workstations is offered through the following acquisition vehicles: NASA SEWP, NIH NITAAC CIO-CS, GSA MAS IT, and the ARMY Digital Market.

OMB MEMORANDUM
In October 2015, OMB issued M-16-02: Category Management Policy 15-1: Improving the Acquisition and Management of Common Information Technology: Laptops and Desktops. This policy mandates the use of GSS for Federal Agencies to fulfill the bulk of their desktop and laptop (notebook) requirements.

GSS SYSTEM OFFERINGS
The GSS systems were implemented for purchase in 2015. A comprehensive refresh process has been deployed every year since in which Agencies provide updates to their requirements, and industry shares its directions and feedback. GSS Version 10 systems have been available since August 2024. GSS Version 11 systems are now available. GSS Version 10 systems will still be offered until they reach end-of-life or are no longer available from the manufacturer.

These robust GSS Version 11 systems offer many options to meet customer needs, including enabled security, upgraded memory/storage, imaging, docking stations, warehousing, asset tagging, and more. All of the GSS systems follow terms and conditions intended to add value for the Federal customer. These include EPEAT (Gold), Energy Star, compliance with Section 508 of the Rehabilitation Act and the Trade Act Agreement, 45 days or less delivery, and extended warranty options.

Workstation/End User Device Environment and Trends Paper
The Workstation/End User Device Environment and Trends paper provides U.S. Federal Government Agencies with insight into the end user computing environment and anticipated trends over the next decade. Development of this white paper began in 2020 by the Core WCT, consisting of principals from NASA, NIH, GSA, and the Department of Defense/Army.

This paper informs Federal Agencies about the GSS for Workstations initiative. The trends highlighted in this paper enable Federal Government Agencies to shape their specific workstation requirements. The overall intent is that these insights will guide Federal Government Agencies on hardware technology acquisitions in alignment with the U.S. Federal Government Category Management IT Hardware Plan.
