ACTION: Final rule.


The VA issued a final rule amending several areas of its Acquisition Regulation (VAAR).

As part of the department's ongoing effort to better align the VAAR with the Federal Acquisition Regulation (FAR) and migrate internal policy topics into its Acquisition Manual (VAAM), the final rule updates coverage concerning acquisition planning, required sources of supplies and services, market research, and small business programs, and adds a definition for the “rule of two” determination process.

Except for one non-substantive technical revision, a proposed rule published on March 9, 2022 is adopted as final effective November 17, 2022.

VHA - Green Environmental Management System (GEMS) - Energy/Sustainability

Green Environmental Management System (GEMS) Program
Is responsible for the management of Veteran Health Administration's (VHA's) environmental programs, including environmental management systems, environmental compliance, and environmental engineering and technology. GEMS program responsibilities include hazardous and toxic wastes and materials; drinking water; water, air and land pollution; pollution prevention; environmental releases; storage tanks; and affirmative/green procurement. The GEMS program is a systematic approach for the identification and management of VHA's environmental obligations, and provides a framework for VHA to identify, evaluate, correct, and manage aspects of its operation that have an impact on the environment in an integrated manner.
