What is SEWP?
The NASA SEWP (Solutions for Enterprise-Wide Procurement) GWAC (Government-Wide Acquisition Contract) provides the latest Information Technology Communication, and Audio-Visual (ITC/AV) solutions and services for all Federal Agencies and their approved contractors.
SEWP History
SEWP was the first Government-Wide Acquisition Contract (GWAC) in the Federal Government. The contract vehicle initially started providing technology products for NASA and all other Federal Agencies and their approved contractors. Over the past 30 years, SEWP has continually evolved, expanding its scope to meet the requests of its customers.
The SEWP vehicle represents acquisition innovation within the Federal Government. The program is self-funded through usage fees (0.34%) and provides all Federal Agencies with acquisition support.

SEWP Overview
SEWP provides a robust Marketplace for Federal Agencies to procure their technology needs. The SEWP Marketplace includes an Online Catalog that enables users to perform market research, review available IT solutions, and/or submit a request asking our Contract Holders to quote new solutions through our SEWP Quote Request Tool (QRT). For Agencies that strategically centralize their purchasing, SEWP offers convenient Storefronts that enable Federal Agencies to create customized catalogs and offerings for their users. In addition to the online resources, the SEWP Online Catalog offers immediate support through SEWP Customer Support Center , data analytics, and also training as requested. The following steps may assist customers in determining which contract solution best fulfills their requirements:
- 1Market Research: Federal Acquisition Regulations, (FAR) Part 10 requires appropriate market research based on the size and complexity of the acquisition. The SEWP Online Catalog can provide detailed information about the solutions that are currently on-contract. Additionally, the SEWP Quote Request Tool (QRT) can be utilized to request Market Research information from SEWP's Contract Holders.
- 2Fair Opportunity: FAR 16.505(b) (1) provides that each contractor shall be given fair opportunity to be considered for each order exceeding $15,000 and issued under multiple award contracts. The FAR states that the method to obtain fair opportunity is at the discretion of the Contracting Officer (CO/KO) and that the CO/KO must document the rationale for placement and price of each order. Using the SEWP online Quote Request Tool (QRT) is the recommended method to assist in this activity and to augment the required decision documentation. The SEWP QRT will automatically include the Contract Holders within a selected Category or based on a suggested source.
- 3Best Value: Once market research is completed, the end-user's needs, technical requirements, Contract Holder program performance, price, Agency policy, and other factors related to the exercise of sound business judgment should be considered in making the best value determination.
Who Can Use SEWP?
The SEWP contracts are for use by NASA, all Federal Agencies, and approved Federal Agency support service contractors. Approved support service contractors must comply with the requirements of SEWP and the issuing agency.
To authorize a contractor to purchase from the SEWP contracts, the authorizing Contracting Officer (CO/KO) should send a copy of the completed Authorization Letter Template to the SEWP Program Management Office (PMO) containing the following information:
- 1Authorizing Agency name, CO/KO name, mailing address, phone/fax number, email address, and the contractor's corporate name, division, and address.
- 2Contract number and period of performance (current POP only, not including unexercised option periods, a new letter will need to be submitted with each option period).
- 3A statement that the contractor is authorized to purchase from SEWP contracts in support of the above contract.
- 4Completed authorization letter, signed and dated by the CO's/KO's
