Best-In-Class
Best In Class (BIC) is a contracting and acquisition designation used to denote contracts that meet rigorous category management performance criteria as defined by the Office of Management and Budget (OMB). The NASA SEWP VI contracts are designated as Best in Class (BIC) for both products and services and represent a preferred Government-Wide solution that provides unique opportunities to leverage the Government's buying power.
The BIC designation allows acquisition experts to take advantage of NASA SEWP's fully vetted, Government-Wide contracts/solutions. These contracts support Government-Wide migration to solutions that are mature and market-driven; assist in the optimization of spending within the Government-Wide category management framework; and increase the transactional data available for Agency level and Government-Wide analysis of buying behavior.
Assisted Acquisitions
Assisted acquisitions is the process through which one Agency executes an acquisition on behalf of another Agency, defined under FAR 17.502-1 and DFAR 217.701. Although the NASA SEWP program does not engage in assisted acquisitions as defined by the FAR, the program does provide the following assistance:

SEWP also works with Approved Contractors who provide Assisted Acquisitions' functionality to Government clients whom they are supporting.

Section 889
Section 889 of the 2019 the National Defense Authorization Act states:
The Government may not procure or obtain certain telecommunications and video surveillance equipment or services. This prohibition is known as Section 889, Part A and went into effect August 13, 2019.
The Government may not contract with any company that uses the same telecommunications and video surveillance equipment or services. This prohibition is known as Section 889, Part B and went into effect August 13, 2020.
All SEWP contracts have been modified and include 52.204-24 and 52.204-25. Therefore, there is no longer a need to include 52.204-24 and 52.204-25 in SEWP RF's unless mandated by your Agency regulations. Reference provision 52.204-26.

Section 889 of the 2019 the National Defense Authorization Act states:

Contract Type: Fixed Price, IDIQ
SEWP is divided into 5 Groups of contracts. Groups A, B(1), B(2), C and D were awarded through a competitive process. Group A was a full and open competition and consisted primarily of large and small OEM's/manufacturers. Groups B, C, and D consist primarily of Value-Added Resellers. Group B(1) was a small business set-aside competition for HUBZone businesses. Group B(2) was a small business set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). Group C was a small business set-aside for Small Businesses. Group D was a full and open competition and consisted of both small and large businesses.
Note that each competed group has the same scope which provides overlap among all contracts and groups.
Per Fair Opportunity as required by FAR Part 16, all Contract Holders within any one individual group must be considered (the SEWP on-line Quote Request Tool automatically provides the Fair Opportunity groupings when selecting Contract Holders). It is recommended to post requirements to multiple groups for maximum competition.
Contract Effective Dates: SEWP V Contracts have an effective ordering period of May 1, 2015 through October 31, 2025. The base contracts were awarded for 5 years with one 5-year option for a total of 10 years. Each contract has a $20 Billion contract limit.
Contract Ceiling Limit: The current available ceiling for any given contract is a minimum of $15,330,421,918.84.
