Contracting Information
SEWP VI is composed of approximately Indefinite Delivery Indefinite Quantity (IDIQ) contracts for manufacturers, resellers, and service providers for and array of Information Technology and Audio-Visual solutions. The contracts were awarded in three contract categories. Since all awards were multi-award contracts, Fair Opportunity (refer to FAR 16.505(b)) must be given to all contractors in a category or socio-economic class within that category. .
NASA SEWP VI is divided into three Categories of contracts:
- Category A - Information Technology, Communication and Audio/Visual Technology (ITC/AV) Product Solutions This category consists of large and small business Contract Holders.
- Category B - Enterprise-Wide ITC/AV Service Solutions This category consists of large and small business Contract Holders.
- Category C - Mission-Based ITC/AV Service Solutions This category consists of small businesses. Large businesses are not currently available under Category C.
Detailed information about the Scope of SEWP can be found below:
Fair Opportunity
Per Fair Opportunity as required by FAR Part 16, all Contract Holders within any one individual category must be considered (the SEWP online Quote Request Tool automatically provides the Fair Opportunity groupings when selecting Contract Holders). SEWP recommends posting requirements to multiple categories for maximum competition.
All SEWP VI Contracts have an effective ordering period of November 1, 2026 through October 31, 2036. The base contracts were awarded for five years with one five-year option for a total of 10 years. Each contract has a $20 billion contract limit.
The ceiling limit for each Contract Holder is $20 billion per contract. The Prime Contract Holder page shows the maximum order each Contract Holder can accept.
Contract Types
SEWP VI has the following contract types available. The Contracting Officer (CO/KO) should specify the contract type that applies to each order. Any hybrid of commercial contract types for orders is permitted. Additional information about these contract types can be found in FAR Part 16.
- Firm Fixed Price (FFP): Standard set price for an item.
- Time and Material (T&M): Pricing based on labor and materials used.
- Labor Hour: Pricing is based on fixed, pre-negotiated hourly rates for labor.
- Fixed Price Award Fee: Pricing establishes a firm, negotiated price (including profit) for satisfactory contract performance, with an additional, separate pool of money awarded based on a subjective evaluation of superior performance.
- Fixed Price Incentive Fee: Pricing establishes a hybrid agreement that sets a target cost, target profit, and a maximum price ceiling, using a formula to adjust the contractor's profit based on final cost performance.
- Fixed Price Economic Price Adjustment: Pricing that sets a baseline price but permits upward or downward revisions based on specific, external economic contingencies like inflation, labor rates, or material cost fluctuations.
NAICS Codes
The Ordering Contracting Officer (CO) has the responsibility to determine which predominant NAICS code applies to a task order solicitation. This includes whether the task order is unrestricted or set-aside, including the type of socio-economic set-aside (e.g., Women-Owned, HUBZone, 8(a)) if applicable, and whether the solicitation is sole-source or competitive. Small businesses are expected to comply with 52.219-14 Limitations on Subcontracting for set-aside contracts and orders expected to exceed the simplified acquisition threshold. The scope of the order is not restricted to NAICS Code 541519 - Computer Systems Design Services in Categories B and C or NAICS 541519 footnote 18 - IT Value Added Reseller in Category A.
Listed below are the acceptable NAICS Codes that can be used within the scope of SEWP VI (e.g., NAICS 541512).
